Important info - all the photos will appear on the board some time after you've started completing side missions tied to Deathstroke. You will find a board here with three pictures (they show the Arkham Knight, Scarecrow and Deathstroke). Go to the communications room of the precinct. You must perform a scan of the desk where officer Cash is working. Jack Ryder works here and that's where you'll have to perform a scan to solve the riddle.
Go to the interview room located in the northern part of the GCPD.
